Who we are

KASIL Consulting is a women led consulting firm established by two experienced development specialists who used to work together in previous jobs, with the aim of delivering high-quality consulting services. We want to reach high quality standards by combining local knowledge and cultural understanding with international expertise and innovative technologies.

KASIL Consulting specializes in program management, evaluation, monitoring and system strengthening with a commitment to leveraging local expertise and global best practices. This goal is achieved with the support of new technologies, including A.I., modern communication tools and satellite internet access in areas with low connectivity or difficult access, such as conflict zones, politically sensitive regions, or areas affected by climate disasters.

Our strengths

  • Direct experience in several African countries and Middle East region for over more than 15 years.

Project/program identification

“As a former Head of Cooperation, Kaat contributed to the development of two 5-year Country Strategy papers for the Government of Flanders and was involved in the selection of strategies, methodologies and projects through methodologies like Theory of Change.”

“As a former WHO officer, Silvia developed the 5-year Country Cooperation Strategy with the Government of Mozambique. As an international consultant, she selected projects with a mixed panel of national and subnational authorities for the Government of Flanders.”

Program monitoring

“As MoH advisor and WHO M&E officer, Silvia supported Mozambique's Ministry of Health in strengthening the M&E and CRVS systems and Joint Annual Health Reviews.”

“In the role of Portfolio Manager in Palestine, Kaat was managing a MEAL team to improve the monitoring methodologies of the portfolio and adapt it to continuously changing situations.”

Project evaluations

“Silvia served as Performance Manager for a USAID-funded and as KPI Coordinator for WHO Mozambique. She was part of ICON team for the Summative Evaluation for UNICEF of the Strengthening Civil Registration and Vital Statistics (CRVS) program in Mozambique.”

“Kaat started her career in project evaluations in Burundi as a Program Manager, evaluating projects since then in e.g. Burundi, Rwanda, Mozambique and Palestine. Always combining desk review and reports with field visits, even in the most remote places, interviews of beneficiaries, focus group discussions etc.”

Project proposal elaboration

“As a program manager for local NGO AHD, Kaat developed several successful project proposals for the NGO allowing them to raise essential funding.”

“Silvia elaborated successful proposals approved for funding by the Global Fund, USAID, the Government of Canada and the EU.”

TA for program implementation

“Due to her strong technical background in education, health and gender, Kaat was able to enhance significantly the implementation of a South-South collaboration project between Cuba and Mozambique on improving the quality of the training of nurses.”

“For more than 5 years, Silvia provided technical assistance to the Ministry of Health of Mozambique for the strengthening of the M&E system and for the Performance management of Global Fund grants.”
